Send email to modules@ list when currently-indexed distribution is being deleted

As discussed on the cpan-workers list today (not yet in the archives), we might need to act quickly if a widely-used distribution is being deleted by its author. Email notification should be sent to the modules list so PAUSE admins are aware of this event.

I'm not sure when the email should be sent: perhaps not right when deletion is scheduled, so as to give the author a chance to undo a mistake, but we should at least get notice before the expiration of the three day period.

Perhaps in a nightly cron job? It would average over 48 hours notice.
