Add https types for example MIRRORED.BY

This takes the current MIRRORED.BY and adds dst_https support for hosts that seem to properly support it without errors.

This is part of the broader effort to add HTTPS support for CPAN per https://docs.google.com/document/d/1DRkiCJhJu4RDI0u_JppBpFa0djouskxEyNHax912U_w/edit#
