toplev: Should search for events if indexes mismatch for --import

In case of mismatches of the generating toplev and the current toplev should handle the case that an event is not on the correct index. Instead search for the event nearby (hopefully in the same group) or in the whole measurement. This would make toplev much more tolerant for importing older data files.
