Kernel does not run fixed metrics group in parallel with others

toplev has support for this, but it's currently disabled in the source.

Should fix the kernel should to run the fixed metrics group in parallel with other groups.

Kind of supported with the --pinned option now. Drawback is that it won't interoperate with other users.
