Add VPP

Hey @fkautz, thanks for the contribution! When I first started this list, I added everything tunneling-related I could find, but now it's pretty focused on helping people find alternatives to ngrok. VPP looks like a pretty low level technology. Is there a blog post or something that shows how you would set up an ngrok-like service with it?

I am not familiar with ngrok, I’ll get back to you on this.
