Settings that affects a project should be associated with the project

For example the following settings must be configured at the project level:

• Synthesize missing properties
• Include version info

And optimally also:

• Use proposed status for new translations
• Apply new translations to the whole project
• Normalization rule
• Auto equalization
• String list properties
• TM filename (partially solves #10)

The project settings should default to the application level settings.
