I missed mentioning the bootstrap do works if I set it on the fly, in the command line.

Thanks @SJNBham. I like the idea, thanks. For now you could try saving the notification workflow as Draft. It should not trigger while on that state.
@olatechpro PR merged. You just need to update the library on the plugin running `composer update`
The filter "pp_notification_recipients" is only used when Improved Notifications is disabled. When it is enabled, the correct filter is "publishpress_notif_run_workflow_receivers". Check all the other filters and actions.
