Migrate all provider URLs to configuration

What would you like to be added: Today there are hard coded references to URLs within providers. This is not ideal since they cannot be overridden via configuration values.

Why is this needed: In cases where provider sources move (https://alas.aws.amazon.com/announcements/2023-002.html) then a user can fix the issue without a software update.
