Create a deployment ID at DB bootstrap time

To make it simpler to identify a deployment when I have more than one, the system should generate a unique deployment ID when it bootstraps for the first time and return that ID in system status responses so clients can verify that they are interacting with the expected deployment regardless of the endpoint use to access it (e.g. internal vs external dns in k8s).
