Describe the bug 5G Hotspot option is somehow missing

• This worked just fine before, something after the recent rebase broke it. it shows up on one tester device however. so there is that.

Patched, This will fix the issue and bring back BAND options.

The issue is due to CSC. for whatever reason samsung is locking 5G AP behind a country wall. some change in the ODM package broke it. so the fix is by removing that country check and enabling 5G AP Always

Note : This will remove iris option from note 7 , which is already broken so it wont matter for now
