projects: ad-acevsecrdset-sl: Added readme doc

Added the readme document for the AD-ACEVSECRDSET-SL project.

Also modified the projects_doc.rst file to add the corresponding source for this new readme.

Hi @buha , I just wanted to ask if we need to do a rebase for the existing readme doc PRs, so that our branches remain updated. Or we can leave them as is and just rebase when you finish your reviews?

The eval here is the name of the folder where I placed the ad-acevsecrdset-sl.rst file, same location as the apard rst file.
