Quality: Clarity relationship to image of issue tracker

I appreciated the succinct yet informative descriptions of the software qualities. As the chapter mentions, it's valuable to know which qualities are more or less important for the type of software that is being developed. I feel that this chapter did not adequately discuss how these qualities are measured and tracked. It would be helpful to know if each would be measured qualitatively or quantitatively, and possibly more details on measurement and tracking of each. The image caption at the beginning of the article mentions that issue trackers are often used to track software quality, but issue trackers are not mentioned again to provide more context and information.
