Monitoring: Contrast with prevention methods

As I read the chapter, I began to wonder how monitoring would have solved the problem presented in the first few paragraphs. I may have misread the chapter, but from my understanding, it seemed like monitoring would help address issues that arise after an application is created, as it would only occur when the application executes in the world. This led me to wonder if there were methods of making sure that an application meets the needs of the end-user before it is released, instead of only finding this out through monitoring usage.
