Specifications: Upsides of cowboy coding

I like how the textbook mentioned cowboy coding, which is the exact opposite of coding according to spec. I want to know more about its advantages. Is it ever a viable strategy in cooperative development? Does writing a spec limit the way of problem-solving approaches, especially the ones that could only be inspired during the development phase?
