Chapter level Enter Awards page "Given To" drop down box not filtering properly

The "Given To" box in the chapter award entry form is listing players from the whole kingdom in the drop down list instead of limiting it to just players from the chapter. Duplicate names between different chapters in the kingdom mean that a local officer can sometimes select the wrong player to give an award to and then have the action fail due to insufficient permissions.

In this screenshot, Randall is a member of a different chapter in Dragonspine.

@Glenalth was this corrected with the search changes? It's possible for a chapter to give awards to player in another chapter within the kingdom

I'm pretty sure the ORK doesn't allow for that, or at least did not allow for chapters to give awards to players from other chapters at the time this was written.
