This inconsistency may be masking a different issue. This test started flaking recently (O(weeks)?) without change, but it had been working fine from its introduction 15 months ago (d4089492e054c50edee549a491856005c30d750a).
That's pretty much the definition of test flakiness :) It could be a runtime change, or changes in browser versions, etc...
