[stories] amp-skimlinks not allowed in web stories

Currently amp-story must be the only element in the root for validation & amp-skimlinks is not allowed in the amp-story meaning we can not monetize the stories (aside from regular ads, or hard coding the links)

Tag 'amp-skimlinks' is disallowed as child of tag 'amp-story'. Child tag must be one of ['amp-analytics', 'amp-consent', 'amp-geo', 'amp-pixel', 'amp-sidebar', 'amp-story-auto-ads', 'amp-story-auto-analytics', 'amp-story-bookend', 'amp-story-page']
