Repo housekeeping

Before we do any more work on fixing bugs and adding features, I think some project housekeeping is warranted. I suggest:

  • [x] Update all packages to latest versions.
  • [ ] Enable renovate (https://github.com/ampproject/ampbench/pull/53).
  • [x] Ensure project setup and deployment instructions are up to date.
  • [x] Triage issues.
