E.g., don't complain if it's all in lowercase.

Hi @joshmgrant ,can I work on this issue ? and will user be warned if email is in CAPS or it is mixture of uppercase + lowercase alphabets ?

On the basic understanding, i have added a rule but haven't opened a PR. Once you clear my doubt i will create a PR.
