DRAFT: add ARRI LogC4 IDT

Here is the draft submission of the ARRI LogC4 ACES IDT.

Items remaining to be discussed:

• Directory structure
• ACES Transform ID

ARRI LogC4 White Paper will be supplied to the aces-dev maintainers directly for review until the public document is available.

@scoopxyz this looks good to me.

I think adding the transform in a v4 directory for now makes sense - at least until (and if) you ever want to remove any of the legacy transforms or IDT generator scripts. The Transform ID seems to conform with the current specification.
