Don't make user manually disconnect from VPN before changing settings

Describe the bug User is forced to disconnect from VPN before they can change settings.

To Reproduce Steps to reproduce the behavior:

1. Connect to a VPN
2. Go to app-specific split tunneling
3. Unable to change without disconnecting from VPN

Expected behavior Restart VPN behind the scenes when user applies settings, without bothering them
