Describe the bug Some kind of conflict with openssl that constantly manifests itself when using the Amnesia vpn xray selfhosted

To Reproduce Steps to reproduce the behavior:

1. Go to https://www.old-games.com/ and get link any game
2. Start download ./wget.exe -c https://ds.old-games.com/*** or just in the Firefox browser
3. Wait 30 minutes
4. See error (error:0A000119:SSL routines::decryption failed or bad record mac)

Expected behavior I expected stable work of wget with vpn
