Collapsible Toolbar Height

I have app with CollapsingToolbarLayout with some height height and TabLayout. I was trying to set Target for first Tab on layout but it appear on top (top of the screen) it seems it is not taking CollapsingToolbarLayout height in account. Any idea how I can achieve this?
