Support for a config file

Add support for a gitbackup.yml as a configuration file. Secrets will be specified as ENVIRONMENT variables to look up at runtime

Desired UX

  • Sub command to create a config file and also validate it
  • This will not support github oauth flow, so, we should have a validation command
