Fix default multinuc relation does not exist on import

When importing a .rs3 document which happens to not contain multinuc, the header may not specify any multinuc relation (e.g. wsj_0644 in RST-DT), but since we are using rs3, no default multinuc info exists. This crashes in structure.py L82 when defining def_multirel.
