As mentioned in the readme now, Zeromq binaries on Windows 10 or older need [Visual C++ Redistributable](https://learn.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist?view=msvc-170#latest-microsoft-visual-c-redistributable-version) to be installed.
That's unexpected as it doesn't happen locally when running the tests.
This might affect the type compatibility for older TypeScript versions. We have to be careful.
@ToucanBran The cross-compilation build is blocked, it needs debugging the cmake-ts options. If we had a way of building this natively on Windows Arm, we could do it faster.
