dvpackager doesn't run if none of the 4 packager checkboxes are set

for instance at https://github.com/amiaopensource/vrecord/blob/main/vrecord#L2624C21-L2624C35 it wants DV_RESCUE_OPTS to have a value, but IMO it should be okay to not check any of the 4 options
