Make text metadata obligatory

We have lots of uploads now without metadata. We should make the Title, Author, Editor, Publisher, Year compulsory. Otherwise it may get disorganised and unprofessional.

What should the flow here be? Some easy options we can implement:

1. ask on upload
2. require these fields before moving on to the next stage of proofing (i.e. formatting), once we build it
3. just do it ourselves

I think (2) and (3) are both workable
