WebDav/DavFS and "neon" library are not on AL2023

Good day we are in process of migration our EC2s from AWS Linux 2 to AL2023 Some of our applications are using WebDav/DavFS and "neon" library Found these packages is not part of AL2023

These packages are available in Amazon Linux 2
