[Bug] - clamav 0.103.12 is EOL, can no longer download database updates

Clamav version 0.103.12 is EOL, it can no longer download database updates - apparently the version has been blacklisted at https://mirror.clamav.net

This is the default version that is currently being installed via the "clamav" package.

There is a separate package clamav1.4, which installs a newer version and it is OK. But perhaps the default package clamav must be updated to also use the newer / supported version.

An alternative solution could be to have some AWS hosted signature database mirror, which does not restrict the access for older clamav versions. Then the freshclam.conf can be updated to point to this mirror, instead of https://database.clamav.net

This would also work for people who are runing clamav on Amazon Linux 2
