infra: add offline unit tests

Description of changes: On a plane and cannot connect to wifi? Developing new Quantum circuits in the middle of the woods and want to add in your code? Waterproofed your laptop for scuba diving but forgot an ethernet cable?
This code is being added so testing can be done without a stable internet connection in place. These tests are no considered acceptable for fully testing the code but can give a user some sense of confidence with changes.
