Create KMS Resource Type

This resource type will be pulled into other resources just like the CloudFormationTemplates, should be gotten by a reference for services like rds, s3, etc.

Since the Key ID is generated, how would this work in practical terms? Perhaps the Name in the CRD becomes an Alias associated with the key?
