Update or remove "jest" package

Jets package needs to be removed or updated to 24.0.0 to get rid of a security warning

merge (< 1.2.1) CVE-2018-16469 High severity

There doesn't seem to be any tests in this package, so it seems the appropriate solution is to remove the jest dependency.
