Fullscreen glitching issues on PC windows 11

There are some glitches every few seconds in fullscreen playback where a different frame is inserted or shown (I don't exactly know how to describe it) over the video. The playback then continues normally. It happens around every 20 seconds or so. This doesn't happen when the window is maximized, it only happens in fullscreen mode.

Fullscreen optimizations are disabled in the compatibility settings, although it makes no difference.
