[FEAT] Replace Widgets and Map components internal implementation to use the new custom ArcGIS Map Components

With the 4.30 release of the ArcGIS JavaScript API there is a potential option of switching some of the core logic of the library to use Map Components instead of using the ArcReactiveProp component for widgets and views.
