User with access to only one locale ends up editing the wrong menu

I've set up 4 languages on our site, and each language has one admin user with access to only that particular language. When this user goes in to edit their menu, it shows the correct language in the upper right corner, but what they're seeing is the menu for the default locale, and not the menu for the locale they have access to.

+1, also having this issue - would be great if the plugin respected the 'preferred locale' user setting.
