UDM Pro Max 4.1.13 failed to deploy to RADIUS server

tried follow the installtion guide , but it give an error

# Restarting UniFi Network Application.
# Restarted UniFi Network Application.
# Checking if RADIUS server certificate needs update.
# New certificate was generated, time to deploy to RADIUS server
cp: cannot create regular file '/data/udapi-config/raddb/certs/server-key.pem': No such file or directory

the cert is successful depoyed to the frontend , I can access it with domain and without ssl error, any idea?

just get my first batch of unifi device , thanks for help
