Vive Focus 3 Hand tracking causes runaway network latency in statistics view, causing stream to lock up.
Description
Hand tracking runaway network latency with Vive focus 3. Whenever hands can be seen by the Vive focus 3, the network value in statistics rises until everything crawls to a halt. If I hide my hands and wait a while, it will eventually catch up and correct itself.

The issue is present in release v20.1.0 I tried the most recent nightly (20/07/2023) and experience the same issue. I tested with the exact same session.json file, and a Quest 2, the issue did not occur, so seems to be Vive Focus 3 only. This also happens with controllers.
I have tested over wifi 6E, and tested over 5Ghz, which both show same issue.

This bug happened before and I fixed it. But somehow it came back. I will investigate.
A note to say that with hand tracking disabled, the issue does not occur. I was using controllers only and fairly normal operation (a bit stutter-y on controllers, but zero tweaking done for latency etc)
Unfortunately I cannot reproduce this bug. I tested on a Focus 3 running the latest firmware (5.0.999.820).
