Voice Filters multiple for each Player

Description of the problem

If more than one player is talking with an AltV voice filter, this filter is applied individually for each player.

If 10 people are talking with a radio filter, it will become really really overwhelming for the listener and it will hurt people´s ears.

Reproduction steps

at least 2 people talking, 1 is listening without talking.

Expected behaviour

The filter should be applied to the user that is listening not the player that is speaking. -> One Filter for all incoming payload of that channel
