Description of the problem

strAdvancedFlags are missing from the Handling Data and you are unable to set them as shown here: https://docs.altv.mp/js/api/alt-client.HandlingData.html#_altmp_altv_types_alt_client_HandlingData_handlingFlags

Add advanced flags to the handling API with the ability to set them

@amazur31 Use this website for checking flags. GTA5VehicleFlagTool is outdated.
