Custom peds cannot be created using serverside api, it's a bit problematic as there is no way to achieve the same ped sync without

We should be able to create a custom ped like vanilla ones

But you can synchronize them, with the streamedSyncMeta you can build a sync easy

This isn't true as soon as you need to sync more complex scenarios such as physics, fistfight, etc

I hope so much that the server-side ped sync is still coming in v16.

Actually the ped sync is already here in v15, but the model check prevent creating a custom model to avoid crash
