Add serverside fuel tank and oil tank volume getters

Description of the problem

It would be really handy if fPetrolTankVolume and fOilVolume (both can be found inside a vehicle's handling file) could be added to either the VehicleModelInfo struct or a getter to the vehicle object - on server side.

Desired solution for the problem

Either a getter for them or they could be added to VehicleModelInfo
