Document requirements of linters

The linters used by makem.sh have different minimum Emacs version requirement. I suggest that --help and the README mention those as well as a workaround to remove the incompatible linters.

For example, lint-checkdoc assumes checkdoc-file which is added in Emacs 25.1.
