Report spam user/message to homeserver admins

Currently there is no way to report a spam message or user to admins, as Element allows.

It would be nice to have this feature to report those unnaturally friendly cr***o-buddies.

Good idea.

If anyone's interested, this should be a straightforward feature to implement by reading the spec and implementing a command to send the appropriate API request, so it would be a good first contribution.

By the way, the report feature in Element is to report messages to the homeserver admins, not to room moderators.
