Banner 'hide message' does not work if opted out from tracking.

Steps to reproduce:

  1. Go to https://www.gov.uk/help/cookies
  2. Set all options to 'off'
  3. Submit
  4. Press 'hide message' in banner

Expected

Banner to not appear again, or banner not to be there in the first place

Actual

Banner does not hide between page navigations.

This might impact other banner like things like surveys too.
