enable py-spy profiling

This branch contains experimental code similar to https://github.com/alphagov/notifications-api/pull/4518 and will not be merged into main. This branch profiles the api app running on Python 3.11 in order to compare result with the profiling done in https://github.com/alphagov/notifications-api/pull/4518
