Update accessibility statement

We've fixed 2 a11y issues so this removes them:

• Save selection when going back to first page in email or letter branding journey
• Fix problem with skiplinks adding hashes to url

Note: this will need the 'last updated' date changed to the current date when approved and ready to merge.
