Technical investigation of options for new documentation website

What

Investigate and complete a technical review of the potential options for our new website.

The frontrunner is currently 11ty, but what are other GDS teams using? The Design System are using Metalsmith, but are considering moving off it, as it's no longer well supported. Could one of the options be Express?

Is a static site suitable for our needs, or would we need something with dynamic options? Do we need to think about where we're going to store the data?

Time boxed to a day.

Why

So we know the pros and cons of the options before deciding where to move. We evaluate the features each option would provide.
