Link manage prototype to the release notes

Minor bit of feedback. I see the manage prototype bit tells me there’s a newer version of the prototype kit to install. It would be handy / nice if this linked to the release notes so I could see what’s changed.

Similarly if I go to the prototype kit site there’s a big page about What's new in version 13 - would be handy if this linked to the release notes too.

We will publish the release notes to the new site and link to them there

Will refine further when we have the new site
