Make more use of our mailing list

What

I think we have a mailing list, but I'm not sure how much we use it or encourage people to join. It would be good to discuss this.

Why

Not everyone can or wants to use Slack - mailing lists would be a way to keep people updated on new releases, ask for user research and so on

@ruthhammond I think we can close this ticket now that we have access. The next steps will be to use the mailing list either for our comms plan activities or something more specific (user research etc.).
